VFR400RH - 1988 - does anybody REALLY know?

I've got a 1988 VFR400RH imported from Japan. It has a speed inhibit circuit that I have inhibited with a 2.2K resistor per all the available advice. The bike runs well but hits the rev limiter very quickly. The rev counter itself is reading too low for the machines speed - only showing 7500 when the limiter kicks in. Obviously the rev counter is incorrect - and also hard to find a replacement for - but the question arises. Was the street going version of the VFR400RH sold in Japan capable of reving all the way to the 14500 RPM line or was it inhibited at a lower figure -say 12500. I'm trying to find out if this is all I can get out of this machine - or if there's another 2000 RPM I can get by switching the CDI box for another one or some other trick or circuit I can employ. I really need to hear from someone who REALLY knows - as I can guess with the best of them - Thanks
