The "Hardknock" version of the Kikker 5150 is probably what you are referring to. That one isn't a "pocket bike". They offer a 49cc which is not street legal in my state. They also offer a 110cc, which is what I have. They come with a certificate of origin rather than a title. Getting a title depends on your state. In my state (Ohio) I had to put turn signals and a horn on as required by the state, then I got a vehicle inspection at our county title agency, showed proof of insurance, paid $5.00 and I was issued title in my name. With a title I was able to get the license plate for $24.50. Now It's street legal. It sounds like alot to go through but it was well worth it. Check with your local DMV about the requirements. I think Kikker offers a turn signal kit and a horn. Don't believe what anyone tells you.

My own experience. I These are not motorcycles, they are toys,mini bikes, or in todays terminology " pocket bikes" and are not street legal anywhere.
