Hmm.. Sounds like you don't want to find out the hard way.

I'd say if it's against the law, don't push your luck.
If they are street legal and you obey the traffic laws, then there shouldn't be any question about the cops being strict.
Ouray is a pretty chill place, I doubt you'll have any problems. When you're 100 miles from the nearest interstate, street legal becomes less of a concern.
