They are called resistance trainers.
You can expect to pay anywhere from $100 to $2000.

If you can, try www.craigslist.com (it's usually used, but of better quality)

Another option is getting rollers. It's a bit tougher (because you have to balance), but 30 minutes on the rollers is like 1 hour on the streets.

Yes, there are residtance trainers. There are many different kinds and many price ranges. Fluid, magnetic and wind resistance. I have one that uses centrifugal force and it works great. Check it out at www.1upUSA.com
