Well, how I have normally seen it, the headlight is not supposed to turn on when you turn the ignition on. When you actually start the bike, then, the light comes on. When you shut the engine off (before you kill the ignition switch) the headlight should stay on. I believe this is a design feature to keep the battery from being run down. The headlight uses so much power (especially if it is left in the high beam position for day riding) that it can drain the battery quickly and it is better if the alternator is powering the light instead of the battery alone

My bike has a three positions for the ignition, off (or kill), on, and park (where only the rear brake and turn/marker lamps are on). The headlight was designed not to come unless you start it up.

Like many bikes, yours is designed to limit the drain on the battery for starting. It's part of the stock electronics and I don't think you could "fix" it without a major electrical bypass in the circuit.
