If you're in the UK it's now possible to buy road legal quads, that's about as close as you'll get to your requirement I think. It would be a "quad" not a scooter. I have seen single seater ones licenced for the road in U.K. .As they tip over more easily than a small car, many countries won't licence them for public road use.However the farmers in Australia use them successfully for mustering sheep etc., when the helicoptor is "in for a service". |
