From what I've been able to find, a moped has less than 3 wheels, has a seat higher than 24" and is 50cc or less. My question is, are bikes that exceed these specifications automatically considered motorcycles in Virginia (and therefore need to be registered and all that jazz)? For example, is a 125/150cc scooter considered a motorcycle?

"Motor-driven cycle" means every motorcycle that has a gasoline engine that (i) displaces less than 150 cubic centimeters; (ii) has a seat less than 24 inches in height, measured from the middle of the seat perpendicular to the ground; and (iii) has no manufacturer-issued vehicle identification number
