Is it possible to sit a scooter licence in spain in English without drivers licence?

I am going to be living in a part of Spain where I need transport. As I don't have a drivers license a scooter seems to be the answer. Can I sit the scooter liscence exam in English, in Spain without a drivers liscenc?

You would be better off learning to drive one in the UK, you dont have to transfer a Uk licence to a spanish one now if you have the standard EU photocard, there are motoring instruction schools over here but to find one who can help you in english you would have to come to the Costa's where there is the opportunity to find English speaking intstructors.
