Did Scooter take the fall for the Bush mafia?

Lower level Mafia "soldiers" routinely use to take the fall (go to jail) rather than give up their "captains" or Godfathers. It was part of the mafia "code". Do you think the Bush Administration has the same "code" as the Mafia? Only difference is that the Godfather/Bush has a get out of jail free card (pardon) that he can use to get his soldier/scooter out of jail.

Scooter took the fall ultimately for Dick Cheney, the real Godfather and head of the money machine that is the Bush administration.
