Do I need a motorcycle lisence? and insurance?

I just bought a used scooter. The man I got it from never used it much and couldn't answer any of my questions so I am hoping someone on here can. It's only an 80cc so it goes about 40-45mph at top speed. I was wondering if by law I need to get a motorcycle lisence, and if I need to get some type of insurance to legally ride it. I live in Illnois by the way. Also he never had a title for it so I was wondering how I should go about getting a title and new plates. Thanks.

I already have insurance on my van that I drive. So do I need a special motorcycle insurance? Do you think I can go with the same company I am already on?

Yes you an insurance for your motorycle, i think you need to have separate insurance for your motorcyle because maybe car insurance and motorcycle have different policies with regards to insurance.
