Have the batteries gone bad if it makes a whining sound when any weight is on my electric scooter?

I even have it plugged into an outlet

Is this a motor or an old battery problem?

The battery has been used for probably over 2 years not frequently but has had some pretty heavy loads.

That's a very common problem when the batteries are no longer holding a charge.
