Is there a hybrid bike with the road bike handlebars?

Specialized does make something like that: http://www.specialized.com/bc/sbcbkmodel...

Basically the bike has a frame with hybrid-like geometry, but with components and handlebars more typical of road bikes. And it's designed specifically to accomodate women.

Kind of pricey though.. The entry-level model is $270 above your $500 price range.

Hope this helps a little..
Well, let's see; hybrid bike is normally a bike with most road bike parts but has the handlebar and brake levers of a mountain bike; while the caliper brakes used are of the cantilever types. Some prefer a 700c wide-road exterior tires (25mm-28mm) and equip the wheels with fenders in order to avoid dirt being splashed on their jerseys during travel or training especially during wet days. Therefore if you choose a road type handlebars, it's up to you but you have to change the brake levers and use the road type; the only problem that you might probably encounter is that during long runs, if you're a new cyclist, road type handlebars can be uneasy for your back, neck and arms.
To put it shortly ... No.

By definition, a hybrid is a cross between mountain and road, with emphasis on road. This means the frame geometry is more like a road bike and the gearing is a cross between mountain and road - while the handling, tires, brakes, and handlebars are more like a mountain bike. This is because the mountain bike lets you sit more upright, allowing you better visibility (seeing and being seen) in traffic like that found in densely populated urban areas ... the primary market for this type of bike.

Note - there ARE flat-bar road bikes, which aren't the same thing at all. These have flat (like a mountain bike) handlebars and either trigger or grip shifting ... but the bike design and gearing are pure road bike. One of the netry-level designs liek this is the Fuji Royale ... unfortunately, something way above a $500 price tag (actually, it runs almost US$1500).

Which happens to be another sign of a road bike, over a hybrid. The hybrid is often FAR cheaper (due to being heavier, as well as having fewer top-of-the-line components).
There are some Giant bikes like OCR 3 W that have the drop handlebars. It's considered a road bike but in the sport category - which sounds like a hybrid to me. You could ask over at Team Estrogen forums:
