Pretty often, Cannondale will run deals on frames to clear excess stock. You might be able to find a deal on their CAAD8 road frame which should be well under $1500. If you know specifically what you're looking for, try the websites for cycling stores, but a good starting point may be Amazon, since the site does have a range of styles & prices. If you don't know exactly what you want, go to an area shop that specializes in road/mountain bikes.
