Check with the motor vehicles department of your state/province. In the US, most states require motorized vehicles that go over 20 mph to be registered. Thus, if you buy an electric bicycle or conversion kit, there is a governor, and the motor will not provide any assist if the bike is going more than 17 mph. There is a good selection of motorcycles on the market that meet the speed you require. But if you were to try to build a bike that would go 45 mph assisted, legally, you would need to register the bike as a motorcycle, which probably wouldn't be possible, since it wouldn't meet requirements for safety equipment, like directional blinkers and heavy duty breaks.

If you want to convert your regular bicycle into an electric-assisted bike, you might get a Bionics conversion kit. They have about the best quality of any kit out there.
Check Yahoo Groups. There are several on the subject of electric bicycles. The speed you are talking about is more suited to an electric motorcycle though. Some groups deal with both.
