States have the authority to set their minimum standards as to what can/ cannot be registered. Federal standards are often pretty insufficient. Your vehicle (or whatever) has to meet whatever the state requires.

If you are referring to a used car the answer is it depends. In the past vehicles were built either to federal standards or California standards. A vehicle built to Federal standards could onlty be registered in California if the odometer had more than 7500 miles on it.
California residents were prohibited from buying a new or semi used vehicle (less than 7500 miles) and bringing it into california.
Most new cars are now rated for 50 state use and can be registered in any of the 50 States.
