What's the fastest pocket bike for under $300?

I'm looking for a pocket bike.
hopfully something mid sized. like the x1
and either stock or after upgrades reaching 35mph+
and under $350.
the bigger the model the better.

the purpose is the biggest model for neons and all of that crap plus more speed than you could pedal on a bike.
also not to look so small that people will think I'm riding on just wheels.

I think anything over 15 cc's you need a license for, so if you can find one that has like 10, you should be set for 35+.
