Why can't i put disc brake on my mountain bike?

i'll describe exactly how my bike is (i bought it from bike shop)
the front fork does not have the '2 holes'
i'm using shimano V-brake lever
the rear of my bike, there's 2holes at both sides

does that mean that the rear of my bike can put disc brake?
and what must i do to the front so that i can put disc brake?

Your frame sounds like it is set up to accept a disk brake, but the fork is not. You would have to buy a fork that has disk brake mounts, or tabs, in order to put disk brakes on the front. The thing you wouldn't want to do is put a disk brake on the back and leave your V-brake on the front. They are both effective brakes, but they work differently and have a different feel. So it would be difficult to brake effectively and safely with two different types of brakes on your bike. Given the expense of changing your fork out, plus the hardware and installation costs for the disk brakes, you might be better off selling your bike as is and buying a new bike that already has disk brakes installed. I think it would cost you about $500.00 at least to do the conversion you have in mind, and there are some very good disk brake bikes out there for not much more than that. Good luck!
You can put a disc on the back however you will need to get disc compatible rims and on the front you will need to get new forks and wheels which are disc break compatible
If you have holes on BOTH sides of the rear of the bike, they're for mounting a rack, not disc brakes. As mentioned above, your fork won't accept a disc brake either.

Regarding your wheels, the hubs have to have way to attach the disc brake rotor, which is the actual "disc". Your bike is very unlikely to have them. Look for a flange on one side of the hub with six bolt holes in it. The rim doesn't matter.
It is usually cheaper to replace the whole wheelset than to rebuild with different hubs. Either way the cost is usually more than the disc brakes themselves.

It sound like your bike is either very inexpensive, or more than five years old. If you really want discs, I'd sell your bike and get a new one that already has them. It's much cheaper to get them as part of a bike then add them later.
cuzz it probably doesnt have the frame to do so
yes, you can put the disc brake on the rear but you cannot use it until your rear hub is disc compatible with rotors, but make sure that the size of holes your are referring to (leftside), match with the disc brake bolts. If it is smaller, then your frame may not be compatible or you need adaptors for disck brake mounting.

front (fork) should have a disc brake mount and your front hub should also be a disc compatible with rotors in order to put a disc brake

your v-brake lever can be used with mechanical disc brake
As Dogma mentioned...if you have 2 holes on both rear seat stays of your frame, that might not be a disc mount. Disc mount is ONLY on the left seatstay.
Be happy with your V-brakes, they should stop great if adjusted right.
