Your best bet is the check with your local DMV. However, if you are trying to ride it on the road, hence, traffic.....you should be able to keep up with the traffic. If you can't keep up with the local speed limit, you don't need to be on the road, because if wouldn't be safe.
Failure to comply with local laws could result in hefty fines way above the cost of an electric scooter. Therefore, if I was you I would check with your local DMV and then peruse the scooter shops for the best bike and the best deal.
