Is there a political action group that specifically address the concerns of motor scooter owners?

Some states refuse to title or license 50 cc scooters meaning that my scooter could be stolen here and taken to one of those states for sale without title.

Not that I'm aware of but I will look on some forums an let you know.

Nationally the American Motorcyclist Association looks out for the rights of all 2 wheel riders. Many states also have an organization to represent bikers.
If you mean an assn specifically lobbying for scooter owners I don't know of one.

I know that some states treat pedal-driven scooters as bicycles, but if it's not pedal-driven, then they license as a regular street-legal motorized vehicle.

If you're talking about vehicles imported as 'toys' from China and Taiwan, these do not meet DOT or EPA standards, and are not considered street legal. They can't be licensed in most states because of this.

Licensed or not you can simply insure your scooter against theft. All states have their own laws for 50cc or less motor driven vehicles. So it is nearly impossible to say something sensible about it without knowing the State your in. California: Anything 50cc or less, gas or electric, pedals or not needs a license. Except when they go less then 20MPH
