My dad owns a mobility scooter and wants to buy a car?

A truck. You can buy a system to lift and lower the scooter into the bed. You can even get a cover that will raise and lower automatically to allow the lift to place the scooter.

Probably a van would be more suitable than a car if you are trying to transport it intact. You do need to consider what ramps would be suitable to get the scooter into the vehicle though.
