Do mobility scooters have to have pavement insurance or a licence or any sort ?

No!
There is no requirement to have any licence or insurance in the UK
The larger scooters travel upto 8mph which should be on the road these are fitted with the lights and indicators making them road legal
They should limit the scooter to 4mph (limiter switch on scooter)or use a 4mph max speed scooter for the pavement
Insurance is available but not often purchased

I don't think so judging by when I was on holiday in skegness, the wrinkly's drive them at 20mph on footpaths at you whilst looking the other way, honest.

I would be suprised if you have to get insurance, road tax, pavement tax, MOT. slow moving tax, invalidity users tax.

And you are not allowed to smoke while driving one

my grandad had a mobility scooter before he passed away and he had neither pavement insurance or a licence. he didn't have a licence of any kind. he was a bit of a hooligan so maybe he should have done though, lol. but no all you need is to buy then ride.

4-8mph yes but not usually enforced

Insurance is a good thing in case things do go wrong like stupid pedestrians who insist they have priority rather than shared responsibility.

Doddery old fools are perfectly entitled to cause chaos and mayhem wherever they go, without let or hindrance from the law.

(Of course, if they were teenagers doing the same thing with electric scooters, they'd be arrested...)
