I think you need to read about the new Honda crf150, if it is remotely as good as the 250 and 450 4 strokes it would be everything you'll need.
wait a year or two to grow, and then look at suzuki's DR 400's...great overall bike
You don't say how old they are, but really you should get the biggest bike that they are comfortable with. Based on the way the question is phrased, sounds like this is not the kid's first bike. If money is no object, the Honda or Yamaha 250 four strokes, unless they can handle the 450s, in which case go for it. Sadly it looks like two strokes are going the way of the dodo, you don't want to get stuck on the wrong side of history.
