Hello,
Well I think you need to know a bit about Herding Breeds. First off, they need to work, they do not make great house pets it is instintive for the Herd dog to Herd anything and every one. You will not be able to stop him from nipping, that is Normal for them,It is Bred into them.

The Kelpie is a working Dog, not meant to sit indoors and do nothing.
I believe when you say he is Biting you, I think you mean he is nipping your Heels. This is also, a natural trait of most of your herding breeds. You are not going where he thinks you should, he is trying to herd you away from the gates.

Here is some information on the Kelpie and what it was bred to do and How.

Exercise
These dogs were bred to work, and can handle all the exercise that is given to them. These breeds have large amounts of energy, and will work exceptionally hard. They should not be purchased by owners who are not energetic themselves. The Australian Kelpie will not function well in an apartment or small home. They must be able to move about in wide open spaces. They can tolerate both hot weather and cold weather without a problem.

The Kelpie

The Kelpie is an Australian breed that was developed, it is said, from mixes with the wild dingo and the Collie for the purpose of creating a breed that could herd sheep and be resilient enough to withstand the extremes of climate in Australia. A dog that works sheep needs to have quick movement and great speed, but must be soft enough not to bite or terrorize the flock. It is also a dog that should respond to the commands of its human master with alacrity and yet needs to have the intelligence to work independently a good deal of the time. The Kelpie fits all of these necessary requirements plus it has the addition of a marked devotion to its master and a strong desire to perform the work required of it. he is dominating you he and you need obedient classes
Your dog needs obedience training.
He needs more exercise, he needs obedience training and he needs a strong alpha leader that he can respect. Dog doesn't respect you...
Training is the duh answer. You should also head back to school and learn how to spell, or take a computer class and at least learn to use simple spell check.

Dogs don't bitt, they bite. Bite, bites, biting
