Many years ago, I saw an animated movie. There was a kid in in it with a bike. What was the name of the movie?

I believe that I may have seen the movie on Cartooon Network, but it may have been somewhere else. The bike had a dome on it that he would put his hand over it and speak to it and it would go, or hover, or do other tricks. As I recall, there were aliens invading Washington looking for the bike. Again, as I recall, the movie was named Operation U.S.A. or something like that. Anyone know what the real name of the movie was or even just remember it?

A young crossbreed human and alien fights to keep both of his worlds from going to war. His father, an alien (Tyrusian) emperor and his mother, a human, are both missing, and the young man (David) has to discover who his friends and enemies really are.
Not bad story or animation.
