have traced all wires and connections other than the spark plug If its not the electrical. It could be your engine might be flooded. Try this, if your scoot has a manual fuel cutoff. turn off. kickstart it again. Does not have turnover. taken out plug and wipe clean. Put back in. Turn on gas. Kickstart it again.
If thats does not work. Check your Carb and Air filter.
Good idea to read the Owner's Manual. Try using a spark tester hook it up to the spark plug wire and see if there is any spark at the coil wire.If no spark you might have a bad coil or possibly points if it runs on a point and condenser set up. As a general rule of thumb, an engine needs, fuel, compression and spark to run.Always check the obvious first before assuming anything more serious.Sufficient fuel in tank, is it getting to carb? Remove fuel pipe at carb end, turn on tap and make sure there is supply to carb.Compression is felt as resistance on kickstart. Easiest way to check plug is to replace with new one, or test for spark by removing plug, connecting it to plug lead and holding metal part of plug against engine casing while operating starter.As long as you hold the metal portion of plug, you will not get a shock. DON'T hold the plug lead or even the ceramic portion of plug while doing this as an unpleasant shock may be felt!
