Help with tank motor scooter reassembly?

HELP!
I have replaced the drive pulley on my 150cc tank tourer and am having great difficulty with a small thing.
At least 24 hours and at least 20 assembly proceedures have not solved my problem.
I can not put the kick starter parts together in such a fashion that the kick starter will function after the belt cover is bolted down! I have aligned the gear teeth as recommended by Stan Jessup of vintageoregon.com and the picture of the assembly as he provided. But when I put my foot on the lever after the assembly process, the teeth do not engage and the engine does not turn over. Sometimes the teeth seem to engage but the resistance is too great! I can stand on the lever and it will not move. Other times the lever goes down without any resistance at all.
Can it be that I lost a crucial washer somewhere? A spacer? Something? I replaced the belt and installed a DR pulley without problem, but this starter thing is driving me nuts!

Sorry, without being there and seeing exactly what you have I can't be much help. The only thing I can suggest is to grab a beer (or two) sit back and stare at it for awhile, look carefully, it may come to you eventually.

Are you sure that the different new pulley is not interfering with the starter mechanism. Try putting the factory pulley back on. Or at least check to see if they are the same.

Hi Walter, my suggestion is to join the Geely club on Yahoo. Many of the contributors are TANK riders/owners who are technically proficient with there machine's. That's the people you must consistently mine to repair your scooter. Simply stated, go where the expertise is. Good luck on your project.
