Most states require insurance and registration for any vehicle that is operated on its roads. If it will NEVER be ridden on public streets (i.e. off-road or tracks only), then you probably don't have to insure it (depending upon the track on which you operate it!).

I had a 50cc scotter and in the state of nevada at least you dont have to insure or register anything under 50cc you just have to have a class c drivers licence. The wierd thing is that you dont have to wear a helmet either

Yes, most 99% of the scooters sold in the state of texas need insurance, tags and state inspection sticker. Even though they only go under 30mph. The real catch is the weight of the scooter in the eyes of the law, if its under a certain weight. If you are speaking of those big skate boards on wheels with a handle sticking up on one end and a weed eater type gas or electric motor on the back then it is legal in the state of Texas. Though it may depend on your municipality to if it is legal to ride on public roadways.
