I think you'd be better off buying a gas scooter, because electric ones are relatively new and besides, you'd have to wait for a while after your scooter's run out of charge. I would recommend the Bajaj line of scooters. They're Indian, and you can see them all over the place when you're in India. They also get fantastic gas mileage. Also, if you're still set on getting an electric scooter, look at places like AutoZone and PepBoys (where they sell electric scooters, but I really don't know why!) for electric scooters under $1000 At the disadvantage of not knowing your speed requirements, elevation, flat or hilly terrain . . 49cc 4-strokes go around 30 mph and are classified in SOME states as mopeds, and may not require registration or insurance. 150cc 4-strokes go around 60 mph, need to be registered and insured as motorcycles, and require that driver license endorsement.
"Best" would be a Honda, Yamaha, or Kymco from a local dealer . . or possibly used from your regional craigslist.
"Most economic" (unclear if you mean initial sales price or operating, maintenance, and depreciation costs) would be an online crate scooter purchase.

of Japanese make. The Chinese Models have more problems.
