How do I unstick a gas guage on a cycle or scooter?

Is the problem with the gauge or sensor? I'd remove the sensor from the gas tank. With the key on and it's plugged in, move the sensor - the gauge should move. If it doesn't, then unplug the sensor. It should read full or empty.
