How to remove a governer?

can some tell me how to remove a governer off a boreem Ironman-XR gas-scooter

Replace the exhaust with a extractor & larger carb.no gov

The best way I've found to remove a Governor, is to try to not let him get past the primaries. If he does, vote him out in the next election.
