What Does A Centrifugal Clutch do and what is it used for in drivetrains?

I am trying to build a gas powered scooter out of an old push scooter and a Weed Eater 2 stroke engine. I tried to find some information on how I would make a drivetrain and get the engine to idle but I have been unsuccessful in finding any plans or ideas. Any help would be greatly appreciated. Thanks.

A centrifugal clutch will is basically one which disengages at slow revolutions, then engages as it's revolutions increase. You should have one on the weed eater. It would connect opposite of the flywheel, and is a a drum with springs and weights in it. Look for it and at it and you should figure out how it works. A torque converter on an automobile is a centrifugal clutch.
