Which is better for exercising my inner thighs, walking or biking?



they are starting to get a little flabby and I am freaking out

I prefer yoga, pilates, and leg lifts. Don't freak out, just work on it.
Both, and another good one is horse back riding. You'll find muscles you didn't realize you had.
