Can I get a carbon-neutral motorcycle or scooter?

I am looking at buying my first vehicle, I live in the city, and I want something that does not run on gasoline/oil. Does anyone know of a good motorcycle or scooter that is electric? Can I convert one to biodiesel? I'm a total motorcycle nube, so any info is helpful.

They are all electric, have regenerative braking,etc... they are amazingly fast on the acceleration and have pretty good range and top speed. They are a bit pricey though... I think anywhere from 8-10K
