Are electric scooters legal in Georgia?

I can't seem to open the site that can answer this question. Does anyone know where I can find it?

I reviewed the website and I have seen it before. Do I have to register it with the DMV to use it. Look at the Schwinn electric scooter brands and you'll see the one i'm talking about. It's the Schwinn 1000 Stealth electric scooter. That's the one I need to know if I can use with out hassle where I live.
