Scooter wont start?

ok, i bought this scooter a few months ago ,used in a motorbike shop its 2003, when i try to electric start it it just makes a weak starting noise and fails to start, i have got a brand new fully charged battery in it and petrol but still no difference, it happened to it before and i had to bring it to the mechanic he fixed it and it went ok for a few days it went perfectly even had a go on it but now when i went to start it it happened again, my kickstart isnt engaging, if i change the oil will this help or maybe it needs a new spark plug, it only came back from being fixed last week and passed its mot last week am i doing something wrong with it or is it a slight technical problem, any help will be appreciated, many thanks.

its a 49cc, the noise that comes from it is a weak engine starting turn over noise, even tried pushing it still no luck, any answers will be helpful, i would like to try and fix it myself instead of bringing it to the mechanic again.

Is this a 2 cycle engine? 2 cycle engines are prone for getting gummed up in the carberator. You should always mix some (Sta-bil) in your gas and oil mix to protect this gumming from happening. You will probably have to have this carberator cleaned out again. It's just not getting fuel because the fuel jet is gummed up.

Unless you are very good with taking things apart, do not attempt to repair a carberator. The float and jets in a carberator are very precise. Changing their pre-set properties unknowingly could cause the engine to backfire and thus catch on fire. You could make this situation worse than it already is.

***************************** Update ***

If it takes 2 stroke oil... then Yes it is a 2 cycle engine. I suspect that the carberator is gummed up and that is why it won't start. Get someone to clean the carberator and buy some Sta-bil and mix it with your gas and oil. It will help you avoid this repair again.

The only other thing you can do is make sure you run it completely out of gas before you store it. Never put it away with old gas in it. This is why it's gumming up. Gas mixed with oil just has a tendency to gum up as it's just sitting in one place. This is so very typical of a 2 stroke engine.

********* Don't forget to pick your best answer and a thumbs up would be nice as well.

Spark can be checked by removing the spark plug or by using a spare plug. Attach the spark plug wire to it. Roll over the engine and watch for the spark to show up on the end of the spark plug.

DO NOT HOLD ON TO THE SPARK PLUG WHEN YOU DO THIS.... YOU WILL GET A VERY NICE JOLT IF YOU DO. IT WON'T HURT YOU BUT IT WON'T FEEL GOOD EITHER.

Just try to position it where you can see the spark. If you see spark... you know you are getting spark and now you know you have a fuel and or air mixture problem. If your choke is working then I still suspect that it's gummed up fuel in the fuel jet.

I'm sorry but I just don't recommend that you mess with the jet in the carberator.

Black smoke or soot in the exhaust is a rich running situation. That can be caused by just leaving the choke on too long. A 2 stroke engine running properly should not need the choke on for very long at all. This could foul out the plug. In that case a new spark plug might do it. But the above things still cannot be ruled out.

needs a new battery
