50cc honda dirt bike 3 years old does not want to idle and throttle downs slowly?


I have cleaned carb and checked mixture screws for dirt. cleaned air filter as well. seals appear to be okay as well .Does the spring on the throttle plunger get weak or what else should I look for?

yes it can!, look for a binding in the throttle cable, and also check the return spring you mentioned
You have a vacuum leak. Check all vacuum lines attached to the carb or the intake manifold. Take a can of carb cleaner (or anything actually) and spray around the base of the carb and manifold with the engine running and see if the engine runs differently, it's a good way to find a leaky base gasket.
