Can't start dirt bike?

hi this is a 1982 yamaha xt200j and had been recently restored...we tried starting it fuel and everything (spark plug is good) and it sounded like it wanted to turn over but then didnt..on the carburetor there are 2 hoses 1 on the side and one on the bottom. after kicking it for a few times fuel started to come out of the one in the bottom of the carb...why is that? and what can i do to get this thing running? is fuel even getting to the engine?

The hose on the side is just a breather.
The one on the bottom is the over flow (or drain) for the float bowl.
Either the float level is set wrong allowing the float bowl to over fill, or the float "needle & seat" are worn / has dirt in the seat preventing a good seal to stop the fuel.
Is it getting spark?
Are the valves adjusted properly?
Does the cylinder have good compression?
I would start with cleaning the carb.

Edit
Because of the carb over flowing, the engine is probably getting flooded.
To clean and adjust the carb without removing it -
Turn off the gas and drain the carb (screw on the bottom of float bowl).
Loosen the clamps holding the carb to the engine and air box.
Spin the carb sideways and remove the float bowl.
If there is any junk in, or stuck to the float bowl, the carb should be removed and soaked clean.
Remove the pilot jet (the main jet is in the center. The pilot jet is to the side of it).
Hold it up to the light. You should be able to see through it. If not clean it.
Spin the carb back to it's original position and turn on the fuel.
Lift the floats by hand.
The fuel should stop flowing when the float arm is parralel to the carb/float bowl mating surface.
If not - bend the metal tang of the floats that touch the float needle to adjust.
If it still leaks - remove the needle and clean the seat.
If it still leaks - change the needle and seat.
When you get the carb problem worked out, remove the spark plug and kick start to blow the fuel out of the top end.
Clean the air cleaner of any fuel.
If it's still hard to start -
Check the compression.
Adjust the valves.
Perform a cylinder "leak down" test to check for valve leakage.
Purchase a shop manual before they go out of print.

redo the carb and all should be good
Clean out the carb and reset the float height .If you are unsure about how to do this ,find a small engine guy to do it for you.
okay now what you do is take the spark plug out and put a little bit of gas in the spark plug hole. It should only take a couple of kicks to get it started. it should stay running after you ride it for a munite.
Buy a carb rebuild kit for like $20, and it this doesn't do it, check the float.
