Hi Ten, or Hi Tensile steel is what is called "mild steel". Millions of bikes have been built with the stuff and if you aren't competing it will be fine.

The other typical steel, Chrome Molybdneum (or cromo or crmo) weighs EXACTLY the same as hi ten. However, since CrMo is stronger the factory can use thinner tubes and still maintain the strength... less material, less weight. Usually, however, the factory keeps the same size tubes, so the frame weighs the same as hi ten but is stronger.

Hi-Ten is plain old steel, otherwise known as 1010 steel. Much cheaper, softer, and as a result, heavier than chromoly.
