Is it legal to have a motor on your bicycle in california?

If you are talking electric, then yes as long it is under 1000watts, (California only -other states 750w) has pedals that work, and the motor cuts out at 20mph.

there are age, helmet and other limitations in some states.

Yes, and without a license, I believe the requirements are that the motor can not exceed 32cc's and it must not be capable of traveling faster than 20 or 25 miles per hour. Check the California Code Unannotated, should be on the Internet. My friend has one and I'd be glad to show you the pics if you wanted.
Yes, and they actually sell them pre-built that way. I believe the motor has to be less than 50cc's , though. Local laws vary. They are illegal in some areas.
