Depends on where you live. Davis requires you to have a license while across the causway in Sacramento, you don't need one. Davis requires you to have one so they can give you tickets. Happened to my bro.

Are you talking motorcycle, or pedal cycle? Because there is no requirement for pedal cycle licenses in California.
