How do you attach a rear wheel on a bike?

I have spiky washers that dig into the frame and are supposed to keep the wheel in one spot, but i removed them to paing and now i don't have any idea how to reattach them.

I'm guessing you have nuts on an axle. You simply remove the nut install the serrated washer on the axle put the nut back on.

If this isn't what you needed than I didn't understand what you were asking. maybe you didn't relize this is how it worked because the washers stuck to the frame maybe?
screwdriver+wheel....=big wheel thing
They don't "attach" to the frame they slip on the axle and are either A: between the frame and the hub flange, or B: between the frame and the nut. They are called star washers and are a locking type washer to help keep the axle from slipping and/or the nut from backing off.
