Check with your local bike shop. I've seen bigger people on entry level mountain and hybrid bikes (usually run about $300 or so) .

In a word, no. If you want something strong and reliable, you need to be ready to spend a bit of money. There are bicycles built for heavier folk, though. Here's one company:

Schwinn has a bike called the Heavy Duti. Its tuff as nails, try that. It has double wall rims, heavy spokes, heavy frame, strong seat and heavy bars and forks.
