How do you calculate the speed rating of a bike (10 speed, etc.)?

If I have 3 gears in the front and 9 gears in the back, does that make my bike a 12 speed (9+3) or a 27 speed (9 x 3) or a 9 speed (ignoring the 3 large gears in the front)?

27 is correct because you multiply the number of gears in the rear by the number of gears you have in the front.

As a side note, learning to use the gears more can make you a more efficient bicycle rider. There is an optimal speed (revolutions per/minute) that is best for your feet/legs to move at. For many that speed is around 90 rpm and the more you can keep your legs going at that rate all the time, the easier your ride will be and the further and faster you will be able to go.
It's a 27 speed.
27 is right but you may hear bikers just refer to the cassette only. For road many will call their bike a 9 or 10. They assume 2 or 3 in front. Same for MTB.
27 is right, but in some context you hear people say they have a 8, 9 or 10, in that case they are refering to how many cogs on the rear. when you are buying shifters, derailures and other driveline parts they use the number of cogs on the hub. your shifters for example would be 8,9 or 10 unless you have a very old bike.
From different wiew . Proper shifting is really important . 27 speed on bike is excellent . But be shure that chain is all the time in straight line , Rules is 3-3-3 in back . If you have chain on big crank be shure you use 3 highest gear in back , example 52 - 11 if you use smallest crank , be shure to use lowest gear in the back , so chain , cassette and crank have longer life . Only exeption is when you store the bike , chain have to by on smallest wheel in the front and in the back because tension on derailers springs and cables . It help prolong life of the components . Hope it help .
Just to clarify, there is no 'speed rating' on bicycles. More gears does not make one faster!

As said by others, how many cogs are in the back is the rule of thumb to describe how many 'speeds' a bike has. My newer road bike has 10 cogs in the back, 2 chain rings up front and I call it '10 speed'. My old road bike has 7 in the back, 2 in front so it is '7 speed', same as my old mountain bike. My tandem has 8 in the back 3 in front and I call it '8 speed'. But back in the day a '10 speed' had a total of 10 gears - 5 in the back, 2 in the front so things have morphed over time.
