How do you measure a 24 or 26 inch bike?

you measure the diameter of the tires..
that is actually the diameter of the wheels. it should be printed on the side of the tyre.
to measure the actual size of a bike you measure from the bolt that holds the crank arms on to the top of the seat tube.
