I need a device that i can put on my bike to locate it if it's stolen?

To my knowledge, no one has this for bikes.

Lo-jack for cars has been around for years, but it is prohibitively large for bikes, and expensive given the average price of replacing a bike.

Edit: I stand corrected. Lo-Jack is available, per the smart user below. He runs a shop, so there you have it!

You can have the bike covered under personal property and/or homeowner's insurance.

Bike registration and licenses are old school, and seem kind of cheesy, but I have a friend who actually got his bike back after police arrested a guy for possesion of stolen goods.

Your best bet is to park it in the best possible places, and take a wheel with you after you lock up.
Hire a science geek to make a tracker chip and see if some1 is using it trust i paid a science geek 1 dollar to make me my own computer

Yep...

Lojack, the same people that make locators for cars also make them for bikes... they ain't cheap.

Just do a search, you'll find them.
