i just bought a water bottle from walmart and it didnt include instruction, all it gave me was 2 thin strips of metal and 2 screw with wing nuts and there is the back of the bottle casing that has 2 wholes i cant figure out how to make it work
Ignore the holes. They are for bikes that have holes in their tubes. Just use the thin strips to hold the cage to the bike tube and then bend the strips to wrap around the tube and screw it tight.
Look at your "down tube". Are there two little screws there, spaced a few inches apart? If so, all you need to do is take those two little screws out, put the water bottle cage over the holes, and replace the screws.
If no screws already exist, then do what the first answer said.
