Where there's a will, there's a way. You can do whatever you want. As for putting hydraulic brakes on a bike, sure. You just have to make the brackets for the calipers and mount a brake pedal/master cyl assembly. As for the GOLD whatevers, I don't know what you're talking about.
Did you mean Daytons? Many choppers have wire wheels, although not necessarily made by Dayton, and you could certainly gold plate them if you want.

Hydraulic suspension? Not a good idea - even if the chopper does have a rear suspension (many don't), there's no good spot to put the pumps.
