You may have to go a round about method and find a motorcycle shop or mechanic who does custom work and ask where they get their powder-coating down. Anyone who does it for vehicles could do it for you. They may set their own prices so be prepared to pay a good bit.
I can't tell you where but this will probably cost well over 拢100 as we use powder coaters at work for small jobs and regularly and we pay around 拢1 for an item smaller than a tennis ball so for your frame as a 1 off job well over 拢100 and probs over 拢200
