What's the best brand of Touring Bike?

I have a budget of $1000 - 1200..

No particular Brand. Depending on your definition of tour, i assume it will used for long distance, few days adventure. So, it shd be comfortable and easy to cruise in.
(1)Look for bike frames that are more upright.
(2)Get a handlebar stem that is higher, so that your hands rest above waist level to give u a better posture.
(3)Have fat gel seats to ease the soreness.
(4)Gearing shd suit ur crusing speed at a comfortable cadence.
(5)Durable tyres that less prone to punture (Kelvar)
(6)Install a basket or back tray to put ur bag

There isn't one brand that is best or better. You have to take a test ride. What to look for you can get some ideas just by surfing the web. Touring means you are going to be on the bike all the time and its a marriage. You have to look and try. Until I found the right tires, pressures, seat, gear adjustments (not to mention small washers on the spokes so they fit the hubs) I really missed my old bike. But, then I went through the same with it. You need to ride the bike for a while before you go on a long tour. Practice with gear and without.

I'd look a the Surly Long Haul Trucker.....best valued touring bike out there, and its made to carry loads, not just a beefed up road bike...
