In the Tour de France, are riders limited to the number of bikes they have, in the same way F1 teams are?

There is no limit to the number of bikes a team can bring to the race. There are practical limits i.e the number that can fit in a truck. There are generally three or four bikes for each rider. All have the standard road bike however they define that at their team. There is generally a spare of this bike available. each usually have a time trial bike as well. Some of the climbers also have a bike that they use just for climbing stages. There is a weight limit. It is around 15 pounds give or take.

F1 have 3 cars, one each for the drivers and a spare car incase one gets totalled.
Each rider has at least 3 bikes. One for flat stages, one for time trials, and one for the mountains. Plus a multitude of spare parts and wheels. I don't think they're limited on how many they can bring. Sometimes, if a team leader crashes, a teammate will give up his bike so the leader can get back with the peleton.
They can use as many as they please and have different bikes for each type of stage. You will sometimes even see riders changing bikes half way through a stage - it's common to switch to a very stiff oversize carbon frame for the really big climbs.
